Start cooking rice according to package directions.
In small bowl, whisk together soy sauce, brown sugar, sesame oil, rice vinegar, red pepper flakes, and sriracha. Set aside.
Heat large skillet over medium-high heat. Add ground beef, break apart, cook 5-6 minutes until browned.
Drain excess fat, leaving about 2 tablespoons.
Push beef to sides, add garlic and ginger to center. Cook 30-60 seconds until fragrant.
Pour sauce over beef, stir to combine. Simmer 2-3 minutes until sauce thickens.
Remove from heat, stir in half the green onions.
Divide rice among 4 bowls. Top with beef mixture.
Garnish with remaining green onions, sesame seeds, and lime wedges.
Mix thoroughly before eating and enjoy!
